1.0 Introduction

1.1 Introduction to the Department of Culture and Tourism

The Department of Culture and Tourism (DCT) is tasked with regulating, developing and promoting the Emirate of Abu Dhabi. The promotion majorly focuses on areas such as making Abu Dhabi a global destination, rich cultural authenticity, diversity in their natural offerings and unparalleled family leisure and entertainment attractions (DCT, 2018). Their practices are aimed at supporting the Abu Dhabi Emirate as a world-class, sustainable destination.  Having been set-up in alignment with the Abu Dhabi Economic Vision 2030, it offers immense contributions to the country economic diversification, operating collaboratively with different stakeholders in marketing Abu Dhabi locally and internationally.  In regard to the company procurement approach, it is aimed at providing excellent procurement services through capitalization of value creation and support of the company growth. Additionally, the company tends to adopt an industry best-in-class practices playing the role of a local content (In-country value content) which is an ethical advocating and operations. The rationale of this is integrating the procurement division in the verge of the provision of sourcing strategies which is linked with the fact that modern organizations tend to operate in an environment that has diverse economic and political disruptions influencing their suppliers in different categories of spend. This is in line with Liao et al. (2010) study that noted that the supply market is characterized by multiple uncertainties with a negative impact on hindering entity sustainability in innovation and best practices.

Taking into account the above explanation of DCT and the operations in their procurement department, this report focuses on evaluating a contract used in the company. From this, the relevance of the contract in ensuring power and risk distribution between the consultant and DCT has been evaluated in detail.

1.2 Scope of the Assessment

From secondary research, procurement of modern organisations is characterized by the existence of a coordinated sourcing practice which determines the extent of an entity ability to survive in their business environment and holistic growth (Luo et al., 2015).  This is since a sourcing approach in an organisation harness products and services outsourcing in distinct sources. The procured products and services further establish the extent to which the customers are satisfied contrary to the in-house practices characterized by market dominance and financial growth. Taking this into account, this assessment focuses on evaluation of a contract which is the establishment of exhibitions. The consultant involved is PICO International LLC. Also, the contract used in DCT is evaluated and the extent to which they influence the power and risk distribution is identified.

2.0 Contract Analysis

Currently, DCT has a manual that is used in streamlining their process of organizing different consumer fairs and exhibitions in the Abu Dhabi Emirate.
