Solution

Union Representative:Joint Negotiation Committees

The Joint Negotiation Committees (JNCs) are a prevalent union representative group in the UK, as per the 2014 constitution. Their primary function is to negotiate collective bargaining agreements between labor unions and management. JNCs typically involve representatives from both labor unions and management and may sometimes require the involvement of a third party, such as a government agency.

 Non Union Representative: Work Council

According to Eurofound (2022), employees elect representatives to working councils to voice their views to administration on issues that impact them. Unlike union representatives, work councils are non-union representatives. The primary function of work councils is to provide a forum where employees can voice their concerns and actively participate in organizational decision-making.

Similarities

Joint Negotiation Committees and Work Council Representatives share several similarities. They both offer employees a platform to voice their concerns and participate in decision-making processes. Additionally, representatives from both groups maintain effective communication with management, leading to positive contributions to organizational culture (Buusiness.gov.nl, 2022). Furthermore, both Joint Negotiation Committees and Work Council Representatives play a vital role in resolving workplace issues by ensuring that employees’ perspectives and concerns are considered.

Differences

The Work Councils and the Joint Negotiating Committees differ from one another in a number of ways. They differ in their organizational structure and negotiation power, for instance. The Joint Negotiation Committee negotiates collective bargaining agreements between labor unions and management, while the Work Council representatives represent the interests of the employees with their managers and at work (Joint Negotiation Constitution, 2019, Buusiness.gov.nl., 2022).  However, the Work Council representatives simply provide feedback on workplace concerns and may not make a final decision or solution to those specific issues, whereas the Joint Negotiation Committees have the capacity to negotiate and reach agreements in regard to collective bargaining (USS, 2023. Eurofound 2022).
